James R. Arnold of The Arnold Law Practice, San Francisco, has been elected to the Government Affairs Committee of the National Association for Surface Finishing. Arnold continues his practice in California and federal agencies and courts, representing private parties in environmental and related matters.
Carrick C. Brooke-Davidson has joined Williams Mullen as a partner in the firm’s Richmond, Virginia, office, from Vinson & Elkins in Austin, Texas. Brooke-Davidson’s practice focuses on environmental law and litigation under federal and state environmental programs. He has deep experience in environmental regulation, contested environmental permitting, enforcement, and transactions. Brooke-Davidson has been certified for mediation, holds bachelor’s and master’s degrees from the Massachusetts Institute of Technology, and is an Order of the Coif graduate of the University of Texas law school. Prior to going into private practice, he served in the Environmental Enforcement Section in the Environment and Natural Resources Division of the U.S. Department of Justice.
