Executive orders reforming regulation and reducing regulatory costs

On January 30, 2017, President Trump signed Executive Order 13771 to reduce regulatory costs. Then, on February 24, he signed Executive Order 13777 to reform the administrative process. There is, of course, broad bipartisan consensus that unreasonably-costly, inefficient, redundant, or otherwise ineffective regulations must be eliminated. Effective regulations, however, confer demonstrable benefits on society and, therefore, regulatory benefits (as well as costs) must be considered as a matter of sound law and policy.
