The French philosopher Voltaire once said, “uncertainty is an uncomfortable position, but certainty is an absurd one.” This observation has become increasingly applicable to water, as persistent drought, growing populations, aging infrastructure, and other stressors raise questions about the ability of our laws and regulations to address current and future challenges.
