Paying for a Pandemic: “Just Compensation” and the Exercise of Police Powers for Public Safety

FBy the time the COVID-19 pandemic subsides, it will likely be difficult to find a country, city, or business anywhere in the world that escaped the global public health crisis completely unscathed. Sadly, the pandemic has already claimed many lives around the world and caused millions of people to suffer both physical pain and the mental anguish of dealing with sick family members and friends. The full extent of the damage wrought by the COVID-19 pandemic is likely to remain unknown for years, and the global cost in lives and sickness will be incalculable.
