Climate change presents a profound challenge for governments, businesses, society, and our planet. Here, we consider a core part of that challenge—reducing the greenhouse gases (GHGs) that cause the climate crisis—and the role states, localities, and grassroots efforts may play in addressing it. This article builds on a wide range of experiences in, and scholarship analyzing, bottom-up efforts to fight climate change and other global problems. In this article, we offer a small contribution to that work by zeroing in on California’s experience.
