ICE-Free Cities: Global Strategies for Creating Sustainable Urban Transport

Governments are confronting the reality that they cannot create healthy urban environments and manage climate change mitigation efforts without addressing the significant impact from transport sector emissions. In 2013, the transport sector consumed half of all oil and used nearly 20 percent of world energy, with approximately 40 percent by urban transport alone. International Energy Agency (IEA), Policy Pathways: A Tale of Renewed Cities 8 (2013). Climate impacts represent only one challenge associated with vehicle-dominated economies. Serious health issues also arise from vehicle-created air pollution, and traffic congestion threatens to choke cities at a time when the world’s urban centers are undergoing significant growth.
