The Back Page: California Cap-and-Trade Gets Serious

On July 18, 2017, California governor Jerry Brown signed Assembly Bill (AB) 398, which extends the state’s greenhouse gas (GHG) cap-and-trade program, first implemented in 2013 and expiring in 2020, out to 2030, and which mandates steeper statewide GHG reductions over this added decade. While the governor’s trips abroad—notably to China—promoting global-warming activism have garnered the most media attention, the deeper story may be what happens next to GHG reduction in California itself.
