Incredibly, I find myself writing a paean to rulemaking.

Rulemaking brings many thoughts to mind, but rarely words of exultation. Those of us of a certain vintage may recall the Clinton Administration’s effort to rid the Code of Federal Regulations of useless, outdated regulations. I seem to recall a bit of theater involving stacks of CFRs on a pallet, but this could be old age creeping in.
