On April 13, 2013, the West Virginia Legislature adopted the West Virginia Land Stewardship Corporation Act, House Bill 2590. The Act will create the West Virginia Land Stewardship Corporation and establish voluntary land stewardship, certified sites, and land bank programs. By addressing environmental issues and economic development jointly, the Act seeks to ensure that the remedy at sites with institutional and/or engineering controls (IEC sites) remains protective of human health and the environment while promoting the use of the limited amounts of developable land in the mountainous state. This approach is expected to increase the net contributions of developable land to the state’s economy and tax base.
