Illinois Brownfields Program

Eugene P. Schmittgens, Jr.

Introduction

Illinois, like a number of local, state, and national entities, has developed programs to address the issues arising out of abandoned or underutilized properties––routinely referred to as “Brownfields.” Illinois’ Brownfields programs offer financial incentives, liability relief, and relaxed remediation standards based upon the future use of the property. These programs call for cooperation of parties with diverse interests including community representatives, state and local regulators, other municipal officials, financial institutions, environmental professionals, and the developer. This article will briefly describe the Illinois Brownfields process.
