Conservation Groups File Lawsuit over Failure to List Trafficked Pangolins under the Endangered Species Act

On January 22, 2020, five conservation groups sued the U.S. Fish and Wildlife Service (Service) and the U.S. Department of the Interior for failing to respond to a petition requesting that the Service list seven species of pangolin under the Endangered Species Act (ESA). The complaint specifically alleges that the Service did not issue a 12-month finding on the 2015 listing petition within the time required by the ESA. The complaint also alleges that the Service violated the Administrative Procedure Act (APA) by unreasonably delaying agency action.
