    States Step Up the Fight Against Human Trafficking

    In recent years, every state has passed some form of labor and sex anti-trafficking measure; in 2014 alone, states enacted 31 pieces of such legislation. Baskets of additional proposals – from specialized courts to business transparency – are circulating, and a crucial paradigm shift is occurring where defendants appearing in a criminal context are treated as victims, not criminal offenders.
