ABA President Hubbard Urges Gov. Perry to Grant Stay in Panetti Case

On November 6, 2014, ABA President William C. Hubbard sent a letter to Gov. Rick Perry urging him to grant a stay of execution for Scott Panetti, a Texas death row prisoner with a long history of severe mental illness.  Mr. Panetti’s attorneys requested a stay in order to provide time for the court to conduct a full evaluation of Mr. Panetti’s current mental state.  President Hubbard’s letter supporting this request included below.  The U.S. Court of Appeals for the Fifth Circuit granted the stay less than eight hours before Mr. Panetti was scheduled to be executed.
