This panel will look at how changes in the payments landscape, payments fraud and scams, and gaps in consumer protections are putting payments rule sets under pressure. Extension of Reg. E to wire transfers, proposals to extend existing rules to address authorized-but-fraudulently-induced consumer payments, and regulatory perimeter challenges for emerging payment instruments (e.g., stablecoins) will be discussed.
