The Hague Conference on Private International Law ("HCCH") 1961 Apostille Convention facilitates the authentication of public documents in cross-border international transactions. HCCH launched the electronic Apostille Pilot Program (e-APP) in 2006, which facilitates electronic certificates that a Competent Authority must authenticate signature; seal and stamp of person signing; the Competent Authority of the State issuing the document; and must follow the Model Certificate. In 2023, the ABA approved Resolution 503 encouraging e-APP for international transactions.
