Businesses engaging in international digital transactions are increasingly caught up in the global struggle between democracies and authoritarian regimes, manifested as a struggle between multistakeholderism and multilateralism. To date, global internet governance has been based in multistakeholderism, in which corporations are an important voice. Increasingly, authoritarian governments are promoting state control as an alternative. Backed by AI technology, this “digital sovereignty” threatens the multistakeholder model. This program explores the implications of these trends for global business.
