    Evictions are on the rise-in the past year, there have been more than a million eviction filings and that in only ten states. Evictions can have devastating impacts on tenants, the community and the economy. Persistent housing shortages and thin social safety nets lead to homelessness and all its social and psychological losses. The existing legal regime for processing evictions impose hardships on both sides of the dynamic-either too perfunctory for tenants or too protracted for landlords.
