    Strengthening Democratic Engagement in Local Communities to Address Community Division and Its Causes

    In 2018, the Section and the Divided Communities Project of OSU's Moritz College of Law initiated a partnership to develop an academy for leaders to address division, civil unrest and the underlying causes.     Carrie Knell


    Carrie Knell, serves as the ombusdsperson for Kenyon College in Gambier, Ohio.  A native of Ohio, Carrie graduated from Ohio University in 1998 with a bachelor’s in business administration. While living in Cincinnati, she worked in marketing for five years before pursuing a career in conflict resolution. Carrie trained as a mediator and earned her J.D. from Salmon P. Chase College of Law at Northern Kentucky University in 2007. During that time, she worked as a mediator for the Cincinnati Municipal Court before returning to her hometown of Mount Vernon in 2008.

    Upon her return, Carrie worked as a mediator for the Common Pleas Court of Knox County, mediating divorce and civil cases.  In 2011, Carrie began serving as the ombudsperson for Kenyon, providing conflict resolution services for members of the administration, faculty, staff and students. Carrie lives in Mt. Vernon with her husband, Tim, and two sons.

    Jessica Lawrence


    Jessie Lawrence is an attorney and mediator with a practice focusing on dispute resolution, public engagement and participation, and community and organizational planning. She works to help groups of all sizes work together and identify ways to move forward and seek positive outcomes. 

     

    In her 10 years of practice, Jessie has mediated hundreds of cases in a wide variety of areas including employment, community/neighbor disputes, family law, and children’s law. Recent facilitation clients include the City of Albuquerque; the Community Environmental Working Group, a Corrales-based group with the goal of continuous environmental improvement at Intel New Mexico; and United World College - USA. Jessie serves on the State of New Mexico Statewide ADR Commission, the New Mexico State Bar ADR Steering Committee, and the City of Santa Fe Planning Commission, and co-chairs the ABA Section of Dispute Resolution’s Committee on Public Policy, Consensus Building, and Democracy.

     

    Before entering this field, Jessie worked in capital planning for the State of New Mexico and for a private planning firm, assisting communities with the planning process and communicating technical information to governmental entities around the state. She has a JD and a master’s degree in urban planning from the University of Michigan, maintains New Mexico and Michigan law licenses, and is AICP-certified planner.

    Terry Amsler


    Terry Amsler is an Adjunct Lecturer with the Indiana University O’Neill School of Public and Environmental Affairs where he teaches courses on public engagement. Terry has extensive experience with both public participation and conflict resolution practices and was recognized for his contributions with the “Hero Award” from the National Coalition for Dialogue and Deliberation in 2014.  He has particular interests in inclusion, institutionalization, and ethics-related challenges relevant to various public participation and collaborative governance practices, as well as in the important links between theory and practice. Terry has served in program director roles with both the Public Engagement Program at the League of California Cities’ Institute for Local Government as well as the Hewlett Foundation’s conflict resolution grant making area.  He is a past executive director of the Oregon Dispute Resolution Commission and of Community Boards (a community mediation program in San Francisco). Terry is currently a co-chair of the ABA Section of Dispute Resolution’s Public Policy, Consensus Building, and Democracy Committee, as well as  a steering committee member of the University Network for Collaborative Governance and. He also serves on an advisory committees with the National Center on Dispute Resolution in Special Education and the Institute for Local Government.
