    Before there was the HIPAA Privacy Rule, there was 42 C.F.R. Part 2 (“Part 2”) – a rule governing the confidentiality of alcohol and drug abuse treatment records. Due to Part 2’s strict requirements, providers and plans have long struggled over the use and disclosure of substance use disorder treatment records as part of new initiatives, such as electronic health information exchanges and coordinated care efforts. The 2017 Rule amendments to Part 2 address some of these longstanding issues, but may have also introduced new challenges. This webinar will familiarize attendees with Part 2, discuss the positive and negative impact of the 2017 final rule and supplemental notice of proposed rulemaking, and identify strategies for complying with the more challenging aspects of the new rule.
