    Legal and Design Issues in Making Public and Private Spaces Inclusive and Accessible to all People

    Land use ordinances and building codes that regulate the use and construction of buildings determine access to and enjoyment of private and public spaces.  These regulations are problematic when they permit design features that function as barriers to universal accessibility.  Likewise, architectural design of infrastructure, urban parks and neighborhoods impacts accessibility and inclusion with respect to the use and enjoyment of community amenities. The speakers will discuss the legal and practical challenges to these facially neutral barriers and address ways to accommodate autonomy, aesthetics and safety. This will include a discussion of legal requirements imposed on local governments in exercising planning and zoning authority within their respective jurisdictions.
