    The Circular 230 "Covered Opinion" rules have essentially been repealed. The good news is that the ubiquitous Circular 230 disclaimer is no longer required by Treasury regulations. The bad news is that this does not mean that specific rules concerning tax advice no longer exist. Other provisions still have specific requirements on written advice concerning federal tax matters.

    Our panelists will cover the changes made to Circular 230 and what they mean to practitioners, including:

    • What advice is subject to the Circular 230 requirements;

    • The principles that apply to written tax advice;

    • Reliance on advice from others;

    • The standard used to determine if a practitioner has complied; and

    • The competence requirement.
