For its final program of the ABA year, the Bid Protest Committee is hosting a panel covering documents "outside the record" in bid protest litigation. The panelists will provide their perspectives on using outside the record materials throughout the bid protest process at GAO and the U.S. Court of Federal Claims, to include: using government databases and public sources to support protest grounds, identifying the circumstances under which supplementation of the administrative record is appropriate, and employing extra-record materials for injunctive relief and prejudice. The panel members will be:
