The meeting will feature a panel discussion on the “derives from, extends or completes” (DEC) statements required for Phase III approval in the Small Business Innovation Research (SBIR) Program. Topics will include:

    • What it means for an effort to “derive from, extend, or complete” prior SBIR work
    • Components of a DEC statement
    • Treatment of SBIR Data Rights
