    Bikram Bandy is the Chief Litigation Counsel for the FTC's Bureau of Consumer Protection. In that role, he advises the Bureau Director on complex litigation matters and provides legal, strategic, and tactical advice to case teams investigating and litigating consumer protection cases.  He also advises on appeals that arise from the FTC's consumer protection cases and assists on e-discovery and ESI issues. Prior to joining the FTC, Bikram was a partner at a major national law firm, where he worked on a variety of complex civil litigation and white collar criminal matters.  He obtained his undergraduate degree from Duke University and his law degree from the George Washington University Law School.

    John Villafranco represents clients in investigations conducted by the Federal Trade Commission and state attorneys general involving advertising and marketing.  John also represents challengers and advertisers before the National Advertising Division and the National Advertising Review Board, and counsels clients on issues involving advertising substantiation, privacy and data security, electronic commerce, dietary supplement labeling, promotion and marketing, fair credit reporting, multi-level marketing, debt collection practices, truth-in-lending, health and safety, environmental marketing, and standard certification. John’s litigation experience includes litigation with the FTC, consumer class action defense in state and federal court, and Lanham Act litigation. John is an active member of the American Bar Association’s Antitrust Law Section. He is currently Chair of the Task Force on Artificial Intelligence & Machine Learning and Co-Chair of the In-House Institute. He will be Chairing the 2021 Consumer Protection Conference and is past Chair of the Consumer Protection Committee and the Advertising Disputes & Litigation Committee. He was also Editor-in-Chief of the first edition of the treatise Consumer Protection Law Developments.

    Noah J Kaufman

    Morgan Lewis & Bockius LLP

    Noah J. Kaufman practices antitrust, appellate, and general commercial litigation at Morgan, Lewis & Bockius LLP.  He was a member of the Morgan Lewis team that secured dismissal of the FTC’s Section 13(b) proceeding brought against Shire ViroPharma in the District of Delaware, then affirmance of that decision in the U.S. Court of Appeals for the Third Circuit.  Noah works with clients across a variety of sectors, including higher education, life sciences, automotive, retail, and non-profit.  He has represented clients in state and federal trial and appellate proceedings across the country.  Prior to joining Morgan Lewis, Noah served as a law clerk on the U.S. Court of Appeals for the First Circuit.
