    Program Overview:

    Experts will provide insight on the status of the EPA's SIP call and the litigation surrounding compliance obligations during periods of startup, shutdown, and malfunction. The panelist will also discuss the legal and technical issues Facilities may face in developing strategies to manage the continuous compliance obligations, in light of EPA's effort to remove any exclusions or affirmative defenses to avoid monetary penalties for excess emissions that occur during those periods.
