Panelists from the government, standard-setting organizations, and in-house counsel will discuss the intellectual property rights (IPR) policies of standard-setting organizations. Topics of discussion will include: how IPR policies are created; obligations currently imposed by IPR policies; proposals for possible amendments to such policies, including on the meaning of "FRAND" and the availability of injunctive relief; and the role (if any) for antitrust agencies in the formulation of such policies.
