    The New Net Neutrality Rules: How Have Other Regulated Fields Tackled Similar Issues?.

    Issues surrounding “net neutrality” have roots in last century’s regulation of physical networks like railroads and the electric grid. A panel composed of experts on regulated industries would provide a primer on how, in fields other than internet broadband, regulators have tackled the cluster of issues that are raised to some extent by the FCC’s current deliberations over “net neutrality” – including the regulatory rate and service obligations imposed on “common carriers,” requirements of mandatory access and related access pricing issues, and requirements of non-discriminatory treatment.
