Conflicts can arise from hiring these individuals that can upend important procurements and undo the benefit of their expertise.     To remain the preeminent country in the world, the United States is constantly seeking the best and brightest subject matter experts to help execute its crucial and diverse mission. Some of those experts are government employees, while others are found in the private sector. These highly sought individuals often spend different portions of their careers in and out of the government. This so-called ""revolving door"" between the government and the private sector has unique benefits, but also presents unique ethical and legal dilemmas. Conflicts can arise from hiring these individuals that can upend important procurements and undo the benefit of their expertise. Both government and in-house attorneys must know and master the requirements of hiring these individuals to ensure that conflicts are avoided or are eliminated before they impact a procurement. If conflicts involving hiring these individuals do arise, counsel needs to respond appropriately to protect the integrity of the process.
    At the end of this session, attendees will be able to: Understand the ethics requirements of hiring former government employees into the private sector and hiring private sector employees into the government. Employ the best practices and procedures for hiring former government employees to avoid unnecessary risks or conflicts. Compare and contrast GAO and COFC decisions involving allegations conflicts of former government employees and former private sector employees. Mitigating the risk to the government or to a firm when a revolving door conflict is alleged.
