Lawyers often talk about administrative adjudication in terms of principles and doctrines. But for many millions of people each year, adjudications conducted by federal, state, and local agencies provide the means by which they access critical benefits and services; achieve educational and business goals; promote health, safety, and well-being in their communities; obtain redress for violations of their rights; and defend themselves against allegations of legal wrongdoing. This panel, convened as the Legal Services Corporation (LSC) enters its 50th anniversary year, will examine these processes through the perspectives of low-income people-who, according to the LSC's Justice Gap report, overwhelmingly receive no or inadequate legal assistance-and members of historically underserved communities. Topics the panel will address include: • What is "access to justice," and what does it mean to think about administrative adjudication through an access-to-justice lens? • What resources do people need to achieve fair, accurate, and timely decisions through administrative adjudications, and what resources are they lacking? • What does no or inadequate legal assistance affect people's ability to navigate administrative processes, and how does parties' lack of assistance affect agencies? • How can agencies reform processes, forms, technologies, and other aspects of administrative adjudication to facilitate access to justice? • What actions can private-sector institutions take to facilitate access to justice through administrative adjudication, and what opportunities exist for public-private partnership?
