    In the aftermath of a natural disaster, many competing interests come into play. From rebuilding critical infrastructure, to food security, to safety and cleanup; all are critically important to the restoration of a community. One less explored factor, however, is the impacts to biodiversity in the face of an environmental catastrophe. Diverse and resilient ecosystems often go hand-in-hand with diverse and resilient communities, through mechanisms like ecosystem services, water protection, and natural resources. The White House Office of Management and Budget recently defined “ecosystem services” as contributions to human welfare from the environment (e.g., welfare effects deriving from natural assets). This panel will explore ways to engage clients on these topics in the face of a disaster. Panelists will speak about animal and plant rescue and preservation drawing on guidance from existing statutes including the Marine Mammal Protection Act, Endangered Species Act (including emergency consultation procedures), and National Forest Management Act. Panelists will also explore ways to ensure that natural habitats remain resilient in the face of a major weather event or fire, how to protect and rebuild critical infrastructure consistent with environmental protection laws, environmental justice considerations, and strategies to support community resilience.
