Reducing greenhouse gas emissions from the building sector is a growing area of regulation as states and municipalities pursue climate change mitigation goals. Buildings account for a sizeable portion of greenhouse gas emissions and in many locations much of the future building stock already exists. As such, government approaches seek to reduce energy use and associated emissions from both new and existing buildings. This program will explore how building decarbonization strategies fit within existing land use and development laws, the evolution of new approaches, and opportunities for coordinating efforts among state political subdivisions.
The program will review and analyze laws and regulations adopted by states and localities to require energy performance reporting and timed reductions in the use of energy that produces greenhouse gas emissions. The transition to well insulated passive houses will be discussed. Because the success of such decarbonizing measures depends upon equitable distribution of the benefits of improved energy efficiency, the program will also focus on efforts to achieve widespread energy system resiliency.
