It is well established that we are in pursuit of a successful energy “transition.” While technology continues to advance at a significant pace and investment in renewable development and technology is significant, solar, wind, and other renewables represent only 13 percent of the world’s energy consumption, while coal and oil continue to represent roughly 40 percent. By its very definition, transition requires a process or period of changing—it is not immediate. In a world where we must effectively manage priorities—including emission reductions, resilience, cost, and security—this panel will discuss the impacts of a short-term, zero-carbon policy preference and related laws and regulations on the ability to make significant and immediate additional progress. Topics will include whether cost-effective, near-zero solutions that should be better enabled as part of the transition process; whether laws and policies adequately prioritize these technologies; and where energy and environmental justice fit into the challenges behind siting and developing decarbonizing technologies. This panel will also explore the legal frameworks and policy issues associated with these questions.
