Climate change has taken the stage as a preeminent environmental issue of this time. While regulatory agencies have standard tools for enforcing environmental laws and regulations, federal and many state agencies are evaluating their enforcement resources to determine the best combination of approaches to combat climate change. With growing regulatory regimes focused on climate change at the federal and state level-including regulation of the transportation and energy sectors-and likely developments to require reporting of Environmental, Social, and Governance metrics, the era of climate change enforcement is on the horizon. This panel will explore available and emerging enforcement approaches and how those tools can be used to address climate changes. Topics include enforcement of EPA's HFC rule relating to imports, increased Clean Air Act enforcement to generate greenhouse gas co-benefits, enforcement in the transportation sector, and the need for enforcement in communities of color to address climate impacts-including impacts to fence line communities and the use of black carbon and methane community monitoring data.
