Discussion of how state agencies and other governmental lenders/funders influence year 15 outcomes using a variety of tools and policies, from wielding agency approvals over transfers of partnership interests, to the ways in which reserves and loans must be funded and maintained, to scoring preservation projects in the QAP (including resyndications), to the qualified contract process, to mandating or requiring options and preservation in the QAP, rights of first refusal and consents among various parties to the transaction, including state obligations under Section 42(m). Panel will discuss implementation strategies for various participants.
