    Attendees will learn how central panels operate and how they can better reach their goals of having better training for administrative law judges, having better technology, and having more uniform hearing rules and procedures panel of experts will discuss. The panel will also discuss lessons learned for a proposed federal central panel system. Malcolm Rich will also discuss the emerging Central Panel Advisory Committee for Administrative Independence in Illinois. At the end of this program, attendees will:

    1. Know some of the policies and procedures that have led to the creation and expansion of central panel systems throughout the U.S.

    2. Have an understanding of the challenges faced by central panel agencies and what can be done to deal with these challenges.

    3. Have a better understanding about whether the central panel approach can be applied to federal administrative agencies and in what ways.

    4. Have a better appreciation of in what ways an advisory committee can further the goal of having a corps of high quality, independent administrative law judges.
