The panel will discuss how introduced federal legislation, proposed through both Congress' authority under the Constitution's elections clause and the enforcement clauses of the 14th and 15th Amendments, could affect these state-law changes. Finally, the panel will explore whether the United States should be moving toward greater uniformity in the voter experience across states, or should continue to allow the voter experience and its ease or difficulty to vary widely from state to state.
