How should business profit be taxed, particularly when the activities of the business transcend national boundaries? This has become the subject of heated debate within, and among, many countries. The Organization for Economic Co-operation and Development (OECD) ���Base Erosion and Profit Shifting��� (BEPS) project aimed to combat tax avoidance through arrangements that served to shift profit to low tax countries. The initiative did not address the more fundamental question of how taxing rights over multinational business profit should be shared among countries. In the world of global politics it is competition among governments over these taxing rights, and the resulting tax revenue, that is more likely to drive fundamental reform of the system than concerns over profit shifting. Dr. Devereux discusses the crucial difference between tax competition and the contest over the allocation of taxing rights and explains how this distinction plays an integral role in developments of proposals for reform.
