But the requirements and complexity imposed in pursuit of those needs result in real costs impacting beyond prime contractors, in both higher prices and the opportunity costs of innovative companies being reluctant to enter federal contracting at any tier. So can the federal supply chain be simplified—while preserving or even improving the balance of Government and contractor interests? Discussion of what such simplification might take will include:

    • Context for how the Government and Industry arrived at the current subcontracting environment and balancing of costs and responsibilities
