Electrification, clean technology, and distributed energy resources all promise to lower energy-related air emissions, improve air quality, and contribute to mitigating the climate crisis. But can electric vehicles (EVs) and other new technologies be rolled out equitably, so the corresponding benefits are widely shared and even targeted at communities that need such benefits the most? As states, Congress, and regulators begin mandating EV adoption, how can they support air quality improvement plans that will ensure the benefits are maximized for all? This panel will discuss ways that legal, policy, and regulatory structures are being used or can and should be used to encourage broad and equitable access to clean energy technologies among diverse populations and communities.

Jenifer Bosco, Staff Attorney, National Consumer Law Center, Boston, MA

Achinthi Vithanage (M), Randolph C. Shaw Graduate Fellow in Administrative Law; Professorial Lecturer in Law, George Washington University School of Law, Washington, DC
