The Rental Assistance Demonstration (RAD) program was implemented as a tool for public housing authorities to preserve and improve properties receiving public housing subsidy, and also allows owners under certain HUD "legacy" programs (Rent Supplement, Rental Assistance Payment, and Section 8 Moderate Rehabilitation) to enter into long-term contracts that facilitate the financing of improvements. This session will provide an introduction to the RAD program, with particular focus on the First Component, which allows projects funded under the public housing (Section 9) program to convert their assistance to long-term Section 8 rental assistance contracts. The discussion will include an overview of HUD form documents for RAD conversions, common RAD structures and participants, and key legal requirements of the RAD programs.
