In the wake of increased public awareness of deaths involving police officers across the country, many are calling for reforms for this long-established judge-made doctrine. This program will discuss the history and theory behind qualified immunity, the elements of the doctrine, and how and when it is asserted as a defense. This program will also discuss some of the reforms that have been proposed and arguments both in favor of and against the doctrine.
