    During this 3.25-hour session, moderator Ms. Dawn Du Verney, ABA Standing Committee on Legal Assistance for Military Personnel Member, will facilitate elite speakers for these topics:

    1.5-hours (including 15 minutes for questions):

    ���Military Families with Special Needs: Educational and School Related Issues: This presentation���from Ms. Grace Kim of The Law Office of Grace E. Kim, P.C., Ms. Vickie O���Brien, an attorney for the Exceptional Family Member Program with the Marine Corps, and Col (Ret.) Elizabeth Schuchs-Gopaul���will address common educational and school related issues that military families face and how the law can help them. Participants will learn about Individuals with Disabilities Education Act (IDEA) eligibility, Individualized Education Program (IEP) development and implementation, along with litigating due process cases and appeals. The panel will also compare and contrast the requirements for the Every Student Succeeds Act (ESSA), IDEA, Section 504 of the Rehabilitation Act, and Title II of the Americans with Disabilities Act (ADA), and how to leverage the law and case law in the present and near future. This session will also focus on the Exceptional Family Member Program (EFMP), which was established by the military to assist military members who have a dependent with special needs.

    ���Special Needs Planning for Military Families: Special Needs Trusts, Guardianship Issues, and Public Benefits: From this presentation���from Ms. Alison Packard from The Packard Law Firm and Major Kay Perry from the Air Force���participants will learn about special needs planning for military families. This panel will concentrate on the following topics: when to use a supplemental/special needs trust as part of the estate plan; creating tax-advantaged accounts under the Achieving a Better Life Experience (ABLE) Act; the legal and practical aspects with establishing guardianship of the person and estate, along with alternatives to guardianship; and government programs and benefits, including Social Security issues.
