Earlier this year, the U.S. Energy Information Administration announced that "annual energy consumption from renewable sources" in 2019 had "exceeded coal consumption" for the first time in over 125 years. Natural-gas fired generation was also at an all-time high in 2019. Indeed, greenhouse gas emission reductions from the power sector have already surpassed the goals set by President Obama by federal law under the Clean Power Plan, a decade ahead of schedule. This program will look at the efforts already underway by electric utilities to move away from coal-fired generation and towards natural gas and renewable sources and the regulatory mandates, government incentives (such as tax credits), and other state and federal laws that have propelled or restrained those efforts; the work of the New York State Climate Action Council to create a scoping plan to effect New York's Climate Leadership and Community Protection Act of 2019, which set ambitious greenhouse gas emission reduction goals for the state; Republican proposals in Congress to incentivize and fund further research into carbon capture and sequestration, and the role such technology might play in reducing the environmental impact of natural-gas fired generation; the multitude of changes to federal law to reduce greenhouse emissions that may be adopted in the event of a new Democratic administration; and the legal challenges posed by the recent generation shifts.
