Virtual Land Use Institute: Climate Change, Land Use Practice and COVID-19 [CC]

This year's Annual Richard F. Babcock Faculty Address is a virtual one on the timely legal topic of climate change and sea level rise and the best practices for addressing these. Join us for this yearly event, given by the Chief Resiliency Officer (CRO) for Miami Dade County and then stay for some great "nuts and bolts" about the future of zoning in light of COVID-19 and variance/rezoning requests by our eminent land use practice panelists.

Virtual Land Use Institute - Webinar 2: Climate Change, Land Use Practice and COVID-19

1:00-1:05pm: Welcome and Course Overview (Frank Schnidman, Chair, Land Use Institute, Deland, FL)

1:05-2:35pm Annual Richard F. Babcock Faculty Address: Overview of National and International Best Practices to Address Climate Change and Sea Level Rise

This session overviews the array of innovative solutions internationally and domestically to address sea level rise and climate change challenges. The presentation includes identification of the associated risks and vulnerabilities, and discuss the collaborative efforts to share best management practices. Selected case studies are presented that provide specific examples that attorneys will be able to apply to the issues and concerns of their clients to meet policy and regulatory requirements, as well as understanding the economic impacts on both government and the private sector of lack of action.

Richard F. Babcock was one of the twentieth century's greatest land use attorneys, and the first Chair of the predecessor to the Land Use Institute. In his honor, each year a selected faculty member presents a major address on a topic of substantial current interest.

    Speaker:
James F. Murley, Chief Resiliency Officer (CRO) for Miami Dade County (former Chair of the Florida Energy and Climate Commission, and former Secretary of the Florida Department of Community Affairs)

    Commentators:
Ronald L. Weaver, Stearns Weaver Miller, Tampa, FL
Deborah Rosenthal, FitzGerald Yap Kreditor, LLP, Irvine, CA

    Moderator:
Frank Schnidman, Chair, Land Use Institute, Deland, FL

    2:35-2:45pm  Break

2:45-4:15pm  Land Use Practice and COVID-19 (Moderated by: Frank Schnidman, Chair, Land Use Institute, Deland, FL)
This session provides a detailed analysis covering traditional “nuts and bolts” about two critical practice areas of land use.

The Future of Zoning: The View from the COVID-19 Lens: The COVID-19 crisis has provided an unprecedented opportunity to view some the weak links in our planning and zoning chain. Some of the topics addressed here were already provocative and cutting-edge. Now, in the light of the pandemic, and our nation's shaky response, it is time to consider these aspects of land use planning law as potential steps to take in anticipation of future pandemics and public health emergencies.
Speaker: Michael Allan Wolf, Richard E. Nelson Eminent Scholar Chair in Local Government, Professor of Law, University of Florida, Gainesville, FL

Seeking and Dealing with Variance and Rezoning Requests: The ability of owners to change the zoning of their land or deviate from zoning requirements require familiarity with a jurisdiction’s rules and regulations; however, some key ‘nuts and bolts’ are provided by this panel in terms of typical approaches, issues of which your client needs to be advised and some of the consequences of different zoning changes.
Speaker: W. Andrew Gowder, Jr., Austen & Gowder, Charleston, SC
