California's closely watched and highly successful cap and trade program (under the California Global Warming Solutions Act of 2006 or "AB 32") was extended to 2030 through an intensively negotiated and relatively complex grand bargain designed to address the interests and concerns of a large number of stakeholders, including the California Air Resources Board, the California Public Utilities Commission, the California Energy Commission, local air quality management districts, environmental policy organizations, the environmental justice community, the petroleum industry, the electric utility industry, the Western Climate Initiative, and the Under Two MOU coalition. This bargain was ultimately embodied in three separate complex pieces of legislation.

    Topics will include:
    • The detailed provisions of the revised, expanded and extended California cap and trade program
    • Applying these provisions to emissions of greenhouse gases, criteria pollutants and toxic air contaminants associated with ongoing manufacturing and other operations and new developments in California
    • The potential energy and environmental implications nationally, sub-nationally and internationally on climate change regulation in light of the diminished federal climate change program and the Paris Climate Change Agreement
