    The Department of Health and Human Services (HHS) recently implemented changes to the appeals procedures for Medicare claims and entitlement, Medicare Advantage organization determinations, and Medicare prescription drug coverage determinations. HHS hopes that these changes will streamline administrative appeals processes, increase consistency in decision-making across appeal levels, and increase efficiency for both appellants and adjudicators. The regulations constitute one facet of a multi-pronged attempt to alleviate the extraordinary backlog of appeals pending at the third (i.e., Administrative Law Judge) and fourth (i.e., Medicare Appeals Council) stages of the Medicare administrative appeals process.
