David Rubino, Europe and Eurasia Division Director, re-joined ABA ROLI in April 2021. Immediately prior to becoming Director, he was the owner and founding member of Rubino Law, LLC, a law firm specializing in human rights and international consulting. From 2013 to 2018 Dave served as ABA ROLI’s field-based regional director for Tajikistan, Georgia and Armenia.  Prior to that, he was an ABA ROLI rule of law specialist and Country Director in various posts (Azerbaijan, Georgia and Morocco) from 2007 through 2011.  Over the course of his development career, he has worked on rule of law programming throughout the Europe and Eurasia region.  Between international stints, Dave worked at a national think tank in New York focusing on national voting rights cases and election law.  Prior to 2007, Dave had a ten-year career as a litigator in a number of New York law firms.  

Dave is a 1992 graduate of Tufts University with a B.A. in English, and a 1996 graduate of Fordham Law.
