David Douglass, Senior Program Manager, joined ABA ROLI’s Europe & Eurasia Division in July 2020. He manages the E&E Division’s programs in Ukraine, Georgia, and Armenia. Prior to joining ABA ROLI, he performed numerous roles in program management and new business development with implementers specializing in USAID and the U.S. Department of State, including Chemonics International, International Resources Group, Engility Corporation and Research Triangle Institute. His geographic experience includes activities based in Central Asia, Latin America and the Caribbean, Africa, Afghanistan, South Asia and Southeast Asia. He served as a community crop extension volunteer for Peace Corps Paraguay. He holds an M.A. in international relations from Johns Hopkins SAIS with a concentration in Social Change and Development, as well as a B.A. in government from Cornell University.
