Attempts at a national dialogue on transitional justice (TJ) in Libya have not yet yielded meaningful participation from victims or civil society. In 2023, ABA ROLI worked with Libyan civil society partners, and led a rapid response pilot program under the HRSM mechanism aimed at building a foundation for a victim-centered, rights-based, and inclusive approach to TJ and reconciliation in Libya through civil society efforts to integrate psychosocial support for victims of gross human rights violations in community-led memorialization, truth-telling, and healing processes in target areas.
