Armenian Judges Trained on the Enforcement of Judgments Made by the European Court of Human Rights

From December 21–23, 2009, the ABA Rule of Law Initiative (ABA ROLI), in cooperation with the Judicial School of the Republic of Armenia, conducted three day-long trainings on the enforcement of European Court of Human Rights’ (ECtHR’s) judgments. A total of 96 Armenian judges, including 24 women, attended the trainings conducted by Hon. Alvina Gyulumyan, an ECtHR judge.Attended by high ranking Armenian judges, including Chief Justice Mkrtumyan,the trainings were held at the Court of Cassation of the Republic of Armenia.

The trainings addressed the supervisory role of the Committee of Ministers of the Council of Europe in the execution of judgments made by the ECtHR; and the legal provisions and stages of implementation of such judgments. Training participants also discussed six select ECtHR cases adjudicated against Armenia. During each training, an Armenian Court of Cassation judge presented cases brought to domestic Armenian courts following ECtHR judgments. To supplement discussions on domestic enforcement of the ECtHR’s judgments, Gyulumyan also discussed Verein Gegen Tierfabriken Schweiz  vs. Switzerland (no.2). ABA ROLI facilitated discussions by providing the trainees with Armenian translations of the cases discussed.
Participating judges expressed their satisfaction with the trainings and said the knowledge gained will help them in their careers. ABA ROLI plans to organize similar trainings in the future.
